Every mobile has a unique 14-16 digit number which is called International Mobile Equipment Identity number or IMEI in short.
Sometimes the IMEI number is displayed on the backside of the phone, on or under the battery, on the SIM tray and the original box of purchase.

- An Android phone might be Google Smart Locked
- If there is an active contract with a previous owner then there always the danger of blacklisting, even after you bought it. Or stop paying his bills.
- If there is an active Warranty, the original owner holds the right to make an Insurance Claim, flag your cell phone as replaced and blacklist it
- There are illegal Carrier Unlock solutions that can be accomplished by hardware replacement in Mobile Repair Shops. After a while, the fraud is uncovered through the IMEI databases and the handset becomes blacklisted as replaced. You should really know if the IMEI number was replaced (the hardware replacement changes the IMEI of a device) because you could purchase a seemingly ok phone and then see it getting blacklisted.
